Dear Naturist,
The Naturist Action Committee is asking you to take immediate action on Washington House Bill 2645, legislation that proposes a significant change to the state's
indecent exposure statute. Current law calls for a second conviction under the state's indecent exposure law to be punished as a felony. HB 2645 would amend the law to include convictions under any municipal indecent exposure
ordinance in the count to determine the level of punishment.
The measure was introduced by Rep. Al O'Brien (D-Mountlake Terrace).
BACKGROUND
This legislation has been the topic of a previous NAC

Briefly, police in the cities of
Everett and Federal Way consider the state's current indecent exposure law to have a loophole because it does not include convictions under local ordinances in the ratcheting of punishment. The bill was introduced on behalf of
the Everett police, who have a lobbyist pushing hard to get the bill passed into law.
WHAT IS NAC DOING?
The Naturist Action Committee immediately hired a professional legislative lobbyist of its own. NAC
testified against the bill at a public hearing at the state capitol on January 28.
WHAT HAS HAPPENED SINCE?
After the hearing on January 28, HB 2645 appeared to be damaged goods. Rep. O'Brien, who had
introduced the bill for the Everett police, summed it up when he said, "I don't feel this bill is going anywhere."
However, the lobbyist for the City of Everett began pitching multiple amendments for the
measure. None of the amendments solved the basic problem with the bill, but Rep. O'Brien got behind one of them, and the amended bill was passed by the committee he chairs.
House Bill 2645 has now been referred to the House Rules Committee.
NAC IS ASKING YOU TO TAKE IMMEDIATE ACTION!
The Naturist Action Committee is asking naturists and other concerned individuals, REGARDLESS
OF WHERE YOU LIVE, to contact the members of the House Rules Committee. Contacts from Washington residents are especially important. But because HB 2645 would incorporate municipal ordinances from other states, it's also
appropriate for nonresidents to contact Washington's House Rules Committee lawmakers to oppose the bill.
